I found this interesting article written by Richard Stim, an Attorney on the Nolo.com website. 

He simply breaks down how to go about clearing a musical sample that you’d like to use in your own musical works.  He recommends contacting PRO’s or Performance Rights Orginizations such as BMI, ASCAP or SOCAN for Canadian music.

He also suggests that indie-artists should “show the money” to overcome that”never heard of you before” experience that they’d eventually find themselves in.
